THERE IS NO QUICK FIX FOR GLOBAL WARMING.
The solution to climate change, according to US National Academy of Sciences researchers, is not geoengineering, which is the intentional large-scale manipulation of an environmental process that impacts the climate of the Earth and used to help offset global warming effects. Instead, the researchers say that curbing carbon emissions is the best way to help to counteract the problem.
GEOENGINEERING IS NOT A SUBSTITUTE FOR REDUCING CO2.
According to the US National Academy of Sciences researchers, climate change cannot be fixed quickly. They also said in their extensive, two volume, report, that geoengineering is "irrational and irresponsible" in spite of the fact that many believe it sounds like a good idea.
The researchers wrote that geoengineering is not a substitute for carbon dioxide emission (CO2) reductions. It is also not a substitute for adapting efforts targeted at lowering the negative consequences of the changing climate. However, they added that as Earth "enters a period of changing climate never before experienced in record human history, interest is growing in the potential for deliberate intervention in the climate system to counter climate change."
Carbon Dioxide Removal And Albedo Modification Are Two Types Of Geoengineering Gaining Attention For Aiding In Climate Change.
Carbon dioxide removal (CDR) is the process of removing massive concentrations of greenhouse gas in the atmosphere, and trapping it in oceans or underground. This, however, is expensive and does not produce a large enough impact on the global warming problem to be considered a practical solution.
Albedo modification, on the other hand, is a technique designed to diminish the warming effect by making the planet more reflective to the rays of the sun. An example of how this technique might work is to put sulfur dioxide in the atmosphere or send mirrors into space. Albedo modification is not as expensive as CDR, but its effects would be temporary and it is not known if it would result in serious consequences.
Furthermore, the researchers warn that even if albedo modification was used, this would not stop other impacts of carbon emissions, such as ocean acidification, from taking place. What this means is that if the anti-warming technique was ever stopped, the sudden fast-rising temperatures could result in cataclysmic events.
In a news release, the chair of the Geoengineering Climate committee of the National Academy of Sciences, Marcia McNutt, said "That scientists are even considering technological interventions should be a wake-up call that we need to do more now to reduce emissions."
McNutt added that reducing emissions is the most effective method with the least amount of risk for fighting climate change.

"I want you to notice [the moon] is not a good place to live," Nobel laureate Chu told a packed audience who had gathered to hear him deliver the lecture on "Energy, Climate Change and Sustainability".
"The destiny of the earth is changing - a large part of it due to humans," Chu said. "We have to do more than what we're doing today."

THE MORAL DILEMMA OF OUR AGE
Reflecting the state of the debate across the Atlantic, Chu stressed that 'despite what sceptics believe' evidence shows that climate change is impacting the Earth. He pointed out that 14 of the 15 warmest years in the past 150 years have occurred in the 21st century.
Data from the joint US-German GRACE project, in which a pair of satellites have been mapping changes in the earth's gravity field since 2002, show that glaciers across the world are shrinking. And residents of Beijing and other highly industrialised cities in the developing world know all too well about the effects of pollution as haze fills their air.
"I think this is a great moral dilemma," Chu said. "Never have we had science telling us what we're doing may affect a thousand years of the earth in a potentially very, very serious way."
"It takes great leadership to say, what do we do in the next several decades?" Chu said. "Part of leadership is to publicly try to describe the long-term issue, not the next election issue."
He added that it is crucial for governments to "have the drumbeat of helping educate the public. In the end in democracies, it's the public that will say, what do we want and what do we expect of our leaders?"
THE EARTH'S ADVOCATE
Chu makes a good spokesman for the climate change cause. His scientific credentials are impeccable: he is currently a professor at Stanford University and the University of California, Berkeley, and he is the 1997 Nobel Laureate in Physics for his work in cooling and trapping atoms.
But he also has important experience outside the scientific community, having served as the US Secretary of Energy from 2009 to 2013. And the St. Louis, Missouri, native is able to engage with the general public on this complex topic, using interesting examples, humour and arguments that are easy to follow.
Chu was in Zurich to receive the Richard R. Ernst medal, presented in honour of the 1991 Nobel Laureate in Chemistry. The prize is awarded to those individuals who make valuable contributions to society and science. The supporters of the lecture included Climate-KIC, the European Union's main climate innovation initiative.

SOLAR, WIND POWER RACING AHEAD
Chu believes that new renewable sources of energy such as wind and solar power are a "good news story".
Wind turbines, for example, have become much more reliable, efficient and larger, according to Chu. Prices for turbines are coming down and the number of installations is steadily increasing in the US.
As for solar power, he said much of the world has enough sun for it to be a viable alternative. In the US, the cost of solar power has declined significantly in recent years, while the number of installations has increased.
"I did not think solar power would be that cheap for another ten years," Chu admitted. "It too is racing ahead."
Nevertheless, these new technologies account for just a fraction of the total electricity generated in the US. Solar, for example, accounts for just one quarter of one per cent, while wind generates another four per cent.
The challenge now is finding a way of storing that energy as well as transmitting it over larger areas, according to Chu. For example, renewable energy sources are sometimes located in an area with few people. One method of storage is batteries. Costs are coming down and they are getting better, Chu said.
LESSONS FROM THE PAST
Chu reminded the audience that science has solved other significant crises facing humanity in the past. In the 1940s and 1950s, there were concerns about whether there would be enough food to support the world's growing population. The answer - the green revolution of the 1960s - increased food output.

ETH Zurich professor Nicolas Gruber, who took part in a panel discussion following Chu's speech, says that climate change is a much more complex issue that the world will be working on for the next 60 to 100 years. Nevertheless, he said the comparison Chu made between the green revolution and today's climate change issues is a "positive message."
"In the past, we had concerns about feeding the world's population, and we were able to solve it through multiple means," said Gruber, a member of Climate-KIC's Governing Board. "It gives us hope that by working together we actually have a chance to cope with climate change."

After a long and largely unprecedented process, a new Power Purchase Agreement (PPA) is now before the Public Service Commission and other agencies charged with the selection and approval of a new electric generating facility in Delaware. This two year effort should be crowned by emphatically and enthusiastically approving the PPA on the table. When I first spoke at a hearing on the subject of Delaware's energy future in March of last year, I urged that we should not fall into the comfortable old habits of conventional thinking: The debate over offshore wind power to Delaware has revolved around the matter of price. At the outset, many simply assumed that wind power must be more expensive than electricity from conventional sources. I and others argued otherwise.
It is gratifying to see the independent consultant revisit the assumptions it used last year, particularly the cost of carbon controls and the effect of natural gas prices. Last year the independent consultant published analyses in which the price of natural gas was projected to drop over the next several years:

The "High Gas" scenario shows the price in 2007 dollars rising to 12 per MMBtu roughly thirty years from now. But the NYMEX futures market for delivery in December and January has traded above 12 in recent weeks, though prices have moderated a bit (http://www.nymex.com/ng fut cso.aspx).
I do not bring this up to fault the Commission or other agencies for using the EIA projections. I understand the importance of establishing a single set of assumptions to better compare competing and complicated analyses. As a federal agency, the EIA provided a convenient benchmark-though it unfortunately bore little resemblance to real world prices.
The consultant's assumptions on the cost of carbon controls have also been revised sharply upwards. Again, I and others have pointed out that plausible estimates of the cost of future carbon controls would make wind power look affordable by comparison. The International Energy Agency projects that demand for coal power will increase 73 percent by 2030 (http://www.worldenergyoutlook.org/). At the same time, the need for carbon emission controls will increase the cost of coal power by at least 20 percent, according to an MIT study published last year (http://web.mit.edu/coal/).
The unrealistic assumptions used as the basis of the independent consultant's results were buried deep within the written record, but their importance reverberated throughout the debate over wind power in Delaware. In my view, these crucial variables need to be placed front and center in future analyses of our energy options.
It would be flattering to think that eventually the independent consultant, the majority of citizens, 62 legislators and even the opponents of wind power came around to our point of view due to our superior analytical skills. The truth is that the view that we couldn't afford wind power was overwhelmed, not by careful analysis, but by the relentless rise of fossil fuel prices. Even the most committed advocates did not anticipate just how quickly the rise of fossil fuel prices would bring us to the break-even point for wind power.
We can expect prices to remain volatile and continue to climb in the future. For this reason, I recommend that the PSC and the parties to the agreement not consider the PPA as an end point, but as a beginning, and be prepared to revisit the final size and scale of the wind farm in order to respond to future increases in energy prices.
In closing, I want to offer my gratitude and congratulations to the Commission, its staff and the other agencies, for an outstanding job of handling the almost impossibly complex procurement and negotiating processes with integrity and grace under pressure.
The simple fact of the matter is that wind power would cost us a little bit more if-and only if-fossil fuel prices remain flat for the next thirty years. If recent history is any guide, and if the laws of economics are not overturned, we can expect fossil fuel prices to continue to climb over the next thirty years.
The conventional wisdom is that the public's environmental interest is in conflict with the public's economic interest. But my review of the record leads me to conclude that the conventional wisdom has been turned on its head in this case; burning more fossil fuels doesn't make economic or environmental sense for Delaware.
